Fetch is especially hard on the body because most dogs rapidly accelerate to go after the ball and rapidly decelerate once they get to it, so good throws is plenty in conjunction with other acceptable exercises. Tug is also hard on the body, so minutes is plenty in conjunction with other acceptable exercises as well. Swimming is a great, low-impact exercise. Just make sure your puppy doesn't ingest too much water while swimming.
