Are those Pugs really purebred dogs? The merle gene has to be introduced from another dog breed. Dogs that are carriers of the merle gene were probably used in the breeding process some time in the past, which has resulted in merle Pug puppies. This is a long process, and it does not guarantee success every time. Also, merle Pugs can be crossed with other Pugs to achieve a spotted coat.
